Forecast and Planning Report (RPP)

The Forecast and Planning Report (RPP) was published regularly from 1950 to 2009.

Law No. 196 of 31 December 2009 (“public finance and accounting law”) repealed the law requiring the RPP.

The following is information on the key elements of the RPP as provided for by former legislation.

Introduced by Law n. 639 of 21 August 1949 as later amended, including Art. 15 of Law No. 468 of 5 August 1978, the RPP is composed of two sections. The first section, drawn up by the Treasury Department, deals with the general economic situation which is the basis for the fiscal adjustment projected by the Government. It contains a provisional analysis of Italy's economy for the current year as well as public finance and macroeconomic estimates for the following year and over the medium term.

The second section, drawn up by the State General Accounting Department (RGS) relates to the public finance estimates for the period covered by the multi-year budget and provides an analysis of budgetary decisions, illustrates the composition of the Finance Law and evaluates its impact.

Adopted by CIPE (Inter-ministerial Committee for Economic Planning) and subsequently by the Cabinet, the RPP is submitted to Parliament by 30 September together with the Finance Law.

The RPP has changed its contents over time. Since the 1980's, the publication has become part of the planning documents.

The content of the RPP changed over time, becoming part of the planning documents cycle in the 1980s.

The RPP is supplemented by the Reports on Multi-year Expenditure Laws and a Summary Report (Forecasting and Planning Report - Annex on the Enforcement of Multi-year Expenditure Laws). In 2006 the drawing up of the Annex was no longer done by the Treasury Department and was taken over by the State General Accounting Department (RGS).
