BTP Green Inter-Ministerial Committee

The Inter-Ministerial Committee for the monitoring and publication of the information required for the purposes of the issuance of Green Government Bonds (BTP Green) – provided for by Article 1, paragraph 92 of Italian Law No. 160 of 27 December 2019 (Budget Law for 2020) and established by the Italian Prime Ministerial Decree of 9 October 2020 – has the task of receiving information relating to operations in support of spending programmes aimed at combating climate change and supporting energy conversion, the circular economy, environmental protection and social and regional cohesion from the competent public administrations, thereby organising it and making it available to the public.

 

The Committee is coordinated by a representative of the Italian Ministry of Economy and Finance, as Chairman, appointed by the Italian Minister for Economy and Finance, and is composed of 16 members: one acting and one alternate representative of the Presidency of the Italian Council of Ministers and two delegates, one of whom as acting representative and another as alternate, for each of the following:

  • Italian Ministry of Economy and Finance;
  • Italian Ministry of Economic Development;
  • Italian Ministry of the Environment and the Protection of Land and Sea;
  • Italian Ministry of Infrastructure and Transport;
  • Italian Ministry of University and Research;
  • Italian Ministry of Agriculture, Food and Forestry Policies;
  • Italian Ministry of Cultural Heritage and Activities and Tourism.

 

Meetings may also be attended by Ministries that are not members of the Committee, or those delegated by the Secretary General of the Presidency of the Italian Council of Ministers and, in relation to the items on the agenda, by public managers, the heads of public institutions and bodies, representatives of the Regions, Provinces and Municipalities and experts in the sector.

 

The Secretariat of the Committee is located at the Public Debt Directorate of the Department of the Treasury.
