Planning and procurement of the financial resources assigned to the Directorate. Office II

Preparation, valuation, and execution of transactions involving (i) the operation of the assets (other than shareholdings) owned by the state and public-sector entities (including territorial entities), (ii) the sale of such assets, and (iii) the value enhancement of such assets. Development of general guidelines for the State administrations that will be empowered to directly manage portions of the assets, and to manage, with the agreement of Department of Finance, the parts of the three-year programming document sent to the State Property Agency with respect to the value-enhancement of the real properties. Management, with the agreement of Department of Finance, of the relationships with the State Property Agency, in relation to the convention for the supply of real estate services and the management of State assets. Technical, legal, and accounting formalities required prior to the execution of programmes covering the disposal of public property and the related transactions managed by the Department of the Treasury. Definition, including through conventions with the regions and local entities concerned, of programmes to optimise the value of public property programmes to be realised through securitisations or incorporation of companies or creation of property funds. Management of the liquidation procedures for special-purpose securitisation companies. Relationships with the public-sector entities involved in the value-enhancement and disposal transactions, as well as oversight of real-estate investment funds managed by funds management companies controlled by the MEF. Management of the relationships with the assignor administrations and the publicly-owned enterprises operating in the asset management business. Relationships with rating agencies, supranational and international organisations, in particular with the EU for the transactions in process or those to be executed. Participation in work groups at inter-institutional level and representation of the Head of the Directorate at external events.

Monitoring and analysis the trend of the asset-related transactions placed into effect by the Department of the Treasury, and by other public entities, including the territorial entities. Monitoring of the treasury accounts of special-purpose companies (not subject to liquidation proceedings) for the securitisation of assets and the Rentals Fund. Management of the administrative and compliance procedures to be carried out by the Ministry with respect to the real estate funds set up pursuant to Article 4 of Decree-Law No. 351 of 25 September 2001, converted, with amendments, by Law No. 410 of 23 November 2001. Management of the relationships with the State Property Agency with reference to activities concerning leases of real property assets transfers to FIP and FPU, according to the provisions established in the services contract signed by the Directorate and the State Property Agency. Management of the applications for indemnities submitted by the real estate funds. Relationships, following the value-enhancement and sale transactions, with the public and private parties involved in such transactions.

Office IV

Survey of the items constituting the assets on the balance sheets of public administrations for managing and valorising such assets. Developing models for drawing up reports on the assets owned by the public administrations at market prices, in accordance with Article 2 (222) of Act 191/2009. Analysis and assessment of programs for the rationalization, valorisation and transfer of public assets and property. Drawing up reports and analyses aimed at identifying principles and models for the management and valorisation of public assets. Analysis of the interoperability profiles of the databases run by the Agency of State Property and by the other public bodies also with a view to developing guidelines and model deeds and to defining cooperation profiles on such matters. Managing data survey activities in compliance with Legislative Decree 175/2016, maintaining and updating the list of all publicly-owned companies. Acquisition of data contained in the financial statements and other compulsory documents as per Article 6 of Legislative Decree no 175/2016 as well as of any other data deemed useful for carrying out the activities of Offices V and VI. Participation of the representatives of the Head of the Directorate in national and international working groups and in study and research committees.

Development of orientations and indications on the application of the norms contained in Legislative Decree no 175/2016 and in Legislative Decree no 333/2003; development of guidelines also for the governance of publicly-owned companies; adoption, for the latter companies, of directives on the separation of accounts and on relevant audits to check compliance, and transparency. Singling out the information that is to be submitted periodically by the public administrations and by the publicly-owned companies and review of the documentation they file. Random checks of the financial statements and of the other compulsory documents as per Article 6 of Legislative Decree no 175/2016. Verification of compliance with the duties set forth in the same Legislative Decree, and checking that the provisions contained therein are implemented, without prejudice to the auditing and supervision powers of other legal entities.

Office VI

Monitoring that the public administrations and publicly-owned companies actually do comply with the provisions of Legislative Decree 175/ 2016, in pursuance of Article 15 (1) of the same Decree. Analysis of the measures and extraordinary review plans for the periodical rationalization of public stakes in companies, and random checks on the implementation of these activities. Relationships with the Court of Auditors regarding matters of common interest regulated by Legislative Decree no 175/2016, and with the Department of the General Accounting Office in pursuance of Article 15 (5) of Legislative Decree 175/2016. In-depth reviews of the matters over which the Directorate has competence.

Board of Experts

Technical/Scientific Board of Experts is based at the Department of the Treasury, reporting directly to the Director General of the Treasury (DGT), and is charged with formulating, analysing, and studying issues involved in matters falling within the Department's area of responsibility.
The Technical/Scientific Board consists of 16 members who are selected from university professors and experts with specific and proven professional specialisation in the matters involved in the Department's institutional activity. The board is made up of two segments with 8 members each:

The technical/scientific board, which is charged with providing consultative input within the sphere of the Department’s responsibilities, specifically with regard to the handling of technical/scientific issues regarding economic and financial planning;
The board of the experts, which is charged with analysing legal, economic, and financial issues, and carries out the following specific functions:

 

  • Completes studies and formulates proposals for defining the direction of financial policy;
  • Analyses problems related to the Department of the Treasury’s participation in various international organisations; for this purpose, upon the mandate of the DGT, the individual experts may represent the administration in national and international organisations, and may carry out other specific tasks as part of institutional responsibilities.
